While we don't know who took this photo or who typeset either of these booklets, we do know who wrote it: R. W. Oliver. In the 1950s he was Chief of Ornamentals at the Central Experimental Farm in Ottawa, and his career with the Department spanned four decades.

The Ministère de l'Agriculture du Canada and Canada Department of Agriculture wordmarks on these covers have been replaced with the words ”Nouvelles Florales Canadiennes” and "Canadian Gardening News" due to Section 9 of the Canadian Trademarks Act.
